Preheat your oven to 400F. Line a baking sheet with foil or parchment paper and set aside.
In a food processor, combine the chicken breasts, 1/4 cup of parmesan cheese, cold water, salt, and pepper. Pulse for about one minute until the mixture is minced.
Pour the remaining panko breadcrumbs and the other 1/4 cup of parmesan cheese into a shallow dish.
Shape the chicken mixture into small nuggets and coat with the breadcrumb mixture.
Place the nuggets on the baking sheet, spaced evenly apart.
Drizzle olive oil over the nuggets.
Bake in the oven for 12 to 15 minutes until golden brown.
Transfer the nuggets under the broiler for 2 to 3 minutes for extra crispiness.
Remove from oven and let cool slightly before serving.
